I just want to communicate by country, but why are there so many laws and regulations?

The main languages are American English, Chinese, British English, French, Filipino, German, Japanese, Indonesian, Malaysian, Vietnamese, Thai, Spanish, Portuguese, Russian, Hindi, Arabic... and so on, about 16 or so.. With that many, there shouldn't really be a problem communicating with around 90%

But why does every country have so many regulations and so much to configure..

I have to run around until the soles of my feet sweat just setting everything up. Thanks to that, tokens are leaking away nonstop.. haha
